EN ISO 4413, “Hydraulic fluid power – General rules and safety requirements for systems and their components (ISO 4413:2010)”, sets the design rules for safe and reliable hydraulic systems on machines. Oil under high pressure can cause hazards such as hose failure, oil injection, unexpected movement and fire. The standard deals with these hazards for the whole circuit, from the power unit to the cylinder.

Which machines are covered?

The standard applies to hydraulic systems used on machinery and to their components; it covers design, construction, installation and commissioning. Typical examples:

  • Hydraulic presses and press brakes
  • Plastic injection moulding machines
  • Clamping and feed systems of machine tools
  • Lifting platforms and hydraulic lifting gear
  • Hydraulic circuits of construction and agricultural machinery
  • Hydraulic power units

It is a system standard and does not replace the product standards for pumps, valves and cylinders. Systems operated by compressed air are covered by EN ISO 4414. Hydraulic accumulators are also assessed under the pressure equipment legislation.

Main requirements of the standard

  • Protection against overpressure: Every part of the system is protected against exceeding its maximum permitted pressure by a relief valve or an equivalent measure.
  • Loss and return of energy: A drop, loss or return of pressure must not cause a hazardous movement.
  • Load holding: Vertical or loaded axes must not move uncontrolled if a hose fails or energy is lost.
  • Accumulators: When the system is shut down, accumulator pressure is released automatically or safely isolated; a warning is fixed to the accumulator.
  • Hoses and piping: Hoses are rated for the pressure and routed without twisting or abrasion; where failure or whipping could injure, protection is fitted.
  • Leakage and oil jets: Connections are leak-tight; a fine oil jet must not reach a person or a hot surface.
  • Oil temperature and cleanliness: Temperature and contamination are kept under control by filtration and, where needed, cooling.
  • Isolation: The system can be isolated from its energy source, remaining pressure can be released and checked at test points.

EN ISO 4413 verification tests

The system is verified by inspection and testing, on the machine at commissioning or at the works of the power unit manufacturer.

Test or checkWhat is verified?
Inspection against diagram and parts listThe installed system matches the circuit diagram and components are correctly marked
Pressure testThe system works at the maximum intended working pressure without damage or permanent deformation
Leakage checkNo leakage beyond what is permitted at connections and components
Relief valve settingPressure limiting devices are set correctly and protected against unauthorised adjustment
Functional testAll movements and safety functions work as designed
Loss of energyLoads are held and accumulator pressure is released when energy is lost

Test results are recorded and handed over with the system documents.

Its place in the CE marking process

  1. Risk assessment: Hydraulic hazards from pressure, leakage, temperature and unexpected movement are identified under EN ISO 12100.
  2. Design: The circuit diagram, component selection and protective measures are prepared to EN ISO 4413.
  3. Verification: Pressure, leakage and functional tests are carried out.
  4. Technical file: The hydraulic circuit diagram, parts list and test records go into the technical file.
  5. Declaration of conformity: EN ISO 4413 is listed among the standards applied.

Conformity with a harmonised standard gives presumption of conformity with the relevant essential requirements of the machinery legislation. Turkey applies the same rules through its own regulation aligned with 2006/42/EC. See also CE marking of machinery.

Standards applied together

  • EN ISO 4414: General rules and safety requirements for pneumatic systems
  • EN ISO 14118: Prevention of unexpected start-up and stored energy
  • EN ISO 13849-1: Safety functions built with hydraulic valves
  • EN ISO 13849-2: Fault lists and validation for hydraulic systems

Frequently asked questions

Does the standard concern me if I buy a complete power unit?

Yes. The power unit manufacturer is responsible for its own scope of supply, but connecting the unit to the machine, the hoses, the cylinders and the safety of the whole system remain with the machine manufacturer.

Do all hoses need a protective sleeve?

Not every hose. Protection or restraint is needed where failure or whipping of the hose could injure a person.

Which edition applies?

The edition cited in the EU Official Journal is EN ISO 4413:2010. Check the current citation before testing starts.
