Toy Safety Directive 2009/48/EC
October 1, 2026
Outdoor Noise Directive 2000/14/EC
October 1, 2026The Construction Products Regulation (CPR), Regulation (EU) No 305/2011, sets the rules for placing construction products on the market. It does this through two instruments: the Declaration of Performance (DoP), in which the manufacturer states how the product performs on its essential characteristics, and the CE marking that follows from it. The Regulation is being replaced in stages by Regulation (EU) 2024/3110.
For CE marking of construction products, apply to CE Danışmanı (CE Consultant); we manage the whole process for you.
What the CPR does and does not do
The CPR creates a common technical language for declaring performance, so that the information is reliable and comparable. It does not say which performance level a product must reach in a given building. That is left to each country’s own building rules.
Product families covered
- Precast concrete products; cement, building limes, aggregates, mortars and concrete-related products
- Doors, windows, shutters, gates and related building hardware
- Thermal insulation products and membranes
- Structural metallic products, structural timber products and wood-based panels
- Reinforcing and prestressing steel for concrete
- Masonry units and related products
- Chimneys and flues; space heating appliances
- Floorings, wall and ceiling finishes, roof coverings and roof lights
- Fixed fire-fighting equipment, fire alarms and detectors, fire-stopping and fire-protective products
- Power, control and communication cables
Safety in case of fire
One of the basic requirements for construction works is safety in case of fire. Works must be built so that, if a fire breaks out:
- The load-bearing capacity is maintained for a specific period of time
- The generation and spread of fire and smoke within the works are limited
- The spread of fire to neighbouring works is limited
- Occupants can leave or be rescued by other means
- The safety of rescue teams is taken into consideration
Declaration of Performance
By drawing up the DoP the manufacturer takes responsibility for the conformity of the product with the declared performance. The CE marking cannot be affixed before the DoP exists. The DoP contains:
- The reference of the product type
- The system or systems of assessment and verification of constancy of performance (AVCP)
- The reference number and date of the harmonised standard or the European Technical Assessment used
- The intended use or uses
- The list of essential characteristics for that use and the performance of at least one of them, by level, class or description
- The letters NPD (No Performance Determined) for characteristics that are not declared
A copy of the DoP is supplied with the product in paper or electronic form, or made available on a website.
What accompanies the CE marking
- The last two digits of the year in which the marking was first affixed
- Name and registered address of the manufacturer, or an identifying mark
- The unique identification code of the product type
- The reference number of the DoP
- The level or class of the declared performance
- The reference of the harmonised technical specification applied
- The identification number of the notified body, where applicable, and the intended use
Cables: EN 50575 and EN 50399
For power, control and communication cables installed permanently in buildings, the harmonised standard is EN 50575. It covers reaction to fire only and makes the DoP and the CE marking mandatory for these cables. The CE marking under EN 50575 could be used from 10 June 2016 and became mandatory on 1 July 2017.
Cables are classified in Euroclasses from Aca to Fca. The main test for the middle classes is EN 50399: bunched cables are mounted on a vertical ladder and exposed to a flame, and heat release, smoke production and flame spread are measured. The electrical safety of the same cable remains under the Low Voltage Directive; a single CE marking covers both.
Duties of each operator
| Operator | Main duties |
|---|---|
| Manufacturer | Draws up the DoP and the technical documentation, affixes the CE marking, keeps series production in line with the declared performance |
| Importer | Places only compliant products on the market; makes sure the manufacturer has carried out the assessment and verification of constancy of performance and that the product carries the CE marking and the required documents |
| Distributor | Checks that the product carries the CE marking and is accompanied by the required documents before making it available |
CPR in Turkey
Turkey applies the Regulation through its own Construction Products Regulation, aligned with (EU) No 305/2011 and administered by the Ministry of Environment, Urbanisation and Climate Change. The DoP is drawn up in Turkish for the Turkish market. Imported construction products are checked through TAREKS, where the CE marking, the DoP and the technical documents are examined.
