Construction Products Regulation (EU) No 305/2011 (CPR)
October 1, 2026
Lifts Directive 2014/33/EU
October 1, 2026Directive 2000/14/EC, known as the Outdoor Noise Directive and amended by Directive 2005/88/EC, regulates the noise emitted into the environment by equipment for use outdoors. Its aims are to protect human health and well-being and to keep the internal market working smoothly. Equipment in scope carries the CE marking together with an indication of its guaranteed sound power level.

What is equipment for use outdoors?
It is machinery as defined in machinery legislation that is either self-propelled or can be moved and that, irrespective of its driving elements, is intended to be used in the open air and contributes to environmental noise exposure. The Directive lists the equipment types it covers and splits them into two groups.
| Group | Requirement | Examples |
|---|---|---|
| Subject to noise limits | The guaranteed sound power level must not exceed the permissible level; a notified body takes part in the conformity assessment | Compaction machines (vibrating rollers, vibratory plates, vibratory rammers), tracked and wheeled dozers, loaders and excavator-loaders, dumpers, graders, excavators, builders’ hoists for goods, construction winches, motor hoes, hand-held concrete breakers and picks, tower cranes, welding and power generators, compressors, lawnmowers, lawn trimmers and lawn edge trimmers |
| Subject to noise marking only | The guaranteed sound power level is measured and marked, but no limit applies | Brush cutters, hedge trimmers, leaf blowers, concrete and mortar mixers, drill rigs, hydraulic hammers, joint cutters, building site band saw and circular saw benches, high pressure flushers and suction vehicles, aerial access platforms with combustion engine |
What is excluded
- Equipment primarily intended for the transport of goods or persons by road, rail, air or on waterways
- Equipment specially designed and constructed for military and police purposes and for emergency services
- Non-powered attachments placed on the market separately, except hand-held concrete breakers and picks and hydraulic hammers
Conformity assessment
Before the equipment is placed on the market or put into service, the manufacturer subjects each type to a conformity assessment procedure.
- Equipment subject to noise limits: one of three procedures, each involving a notified body:
- Internal control of production with assessment of technical documentation and periodical checking
- Unit verification
- Full quality assurance
- Equipment subject to noise marking only: internal control of production by the manufacturer
The sound power level is measured with the method the Directive gives for each equipment type, under defined operating conditions.
Technical documentation
- Name and address of the manufacturer or the authorised representative
- Description of the equipment: make, trade name, type, series and numbers
- Technical data relevant for identifying the equipment and assessing its noise emission, with drawings where needed
- Reference to the Directive
- The technical report of the noise measurements
- The technical instruments applied and the results of the evaluation of the uncertainties due to production variation, and their relation to the guaranteed sound power level
EC Declaration of Conformity
The manufacturer or the authorised representative draws up an EC Declaration of Conformity for each type of equipment manufactured. Among other items, it states the conformity assessment procedure followed, the notified body where one was involved, the measured sound power level of a representative unit and the guaranteed sound power level. A copy of the declaration and the technical documentation are kept for 10 years from the date the equipment was last manufactured.
Marking
The equipment bears, visibly, legibly and indelibly:
- The CE marking
- The indication of the guaranteed sound power level LWA in dB
No other marking that could be confused with these, or reduce their visibility, may be affixed.
Collection of noise data
The Directive also sets up a collection of noise data. The manufacturer sends a copy of the EC Declaration of Conformity for each type of equipment to the competent national authority and to the European Commission.
Relation to machinery legislation
Outdoor equipment is machinery, so the noise requirements apply alongside the machinery safety requirements, and both are covered by the same CE marking. See machinery CE marking and the Machinery Regulation (EU) 2023/1230.
Outdoor noise in Turkey
Turkey applies the Directive through its own regulation on noise emission by equipment for use outdoors, prepared in line with 2000/14/EC and 2005/88/EC. For the Turkish market the declaration is drawn up in Turkish and English. Imported machinery is checked through TAREKS.
