Machinery CE Marking: Directive 2006/42/EC and Regulation (EU) 2023/1230
October 1, 2026
GOST-R Certification for Russia
October 1, 2026EAC (Eurasian Conformity) is the mandatory conformity mark for products placed on the market of the Eurasian Economic Union (EAEU): Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. It works much like CE marking in the EU. It shows that the product meets the Union’s technical regulations (TR CU / TR EAEU), and one document gives access to all five countries. CE Danışmanı (CE Consultant) manages the EAC process for manufacturers in Turkey and for companies exporting through Turkey.
EAC certificate or EAC declaration?
There are two types of document. Which one applies depends on the technical regulation and the risk level of the product.
| EAC certificate of conformity | EAC declaration of conformity | |
|---|---|---|
| Used for | Higher-risk products | Lower-risk products |
| Issued by | An accredited certification body registered in the EAEU Unified Register | Drawn up by the applicant and registered |
| Factory visit | Required for serial-production schemes | Not required |
| Testing | Sample tests in an accredited laboratory | In most schemes, based on test protocols from a laboratory accredited within the Union |
A manufacturer that has applied for a declaration may later change the procedure to a certificate.
Validity
- Batch (single-shipment) documents are valid for a defined consignment.
- Serial-production certificates are valid for up to 5 years and involve an analysis or audit of production.
- Declarations are typically valid for 1 to 3 years.
When the period ends, the document is renewed or the product is certified again.
You need an applicant inside the EAEU
The application must be made through an authorised representative or importer registered in the Eurasian Economic Union. All technical documentation submitted with the application must be in Russian.
The process
- Match the product to the technical regulations. For example TR CU 004/2011 for low-voltage equipment, TR CU 020/2011 for EMC and TR CU 010/2011 for machinery. A product may fall under more than one.
- Agree with an accredited EAEU certification body and prepare the certification plan.
- Sample testing in an accredited laboratory.
- Production audit, for the product categories and schemes that require it.
- Issue and registration. The document is recorded in the Union’s database, where it can be verified by customs and by anyone else.
- EAC marking of the product.
How long does it take?
- EAC declaration: 4–8 weeks
- EAC certificate: 8–16 weeks
- Certificates that require a production audit: 12–20 weeks
Sample test time, appointing the representative in the Union and the complexity of the product all affect the duration.
Documents usually requested
- Application and company information form
- Company registration documents and signatory authorisation
- Technical description of the product, drawings and user manual
- HS (customs tariff) codes of the products
- Existing test reports and certificates, if any
- Contract or authorisation with the applicant in the EAEU
What the certificate shows
Certificate number and series, issuing body, date of issue and validity, the applicant in the EAEU, the manufacturer, product and brand, HS code, the technical regulation applied, and the laboratory and test protocol numbers. The certificate number can be checked online in the official register.
EAC marking rules
- The mark consists of the letters E, A and C in a colour that contrasts with the background, preferably black or white.
- Minimum height is 5 mm.
- It must be indelible. No other logo may replace it and its proportions may not be changed.

EAC and CE
CE marking is for the European Union and Turkey; EAC is for the five EAEU countries. The technical regulations and procedures differ, so one does not replace the other. A manufacturer that already holds CE documentation has an advantage, because some test results based on equivalent standards can be used in the EAC process.
Ukraine is not a member of the EAEU. For Ukraine see conformity assessment for Ukraine. For the older Russian system see GOST-R.
