Investment Incentive Certificate in Turkey and TAREKS
October 1, 2026CE-marked products imported into Turkey are checked at customs through TAREKS, the risk-based import control system. Components that a manufacturer imports only to use in its own production do not have to go through this inspection each time. They can be covered by a production input exemption (üretim girdisi muafiyeti), often called the “CE exemption”. For a foreign company this matters in two situations: you run a factory in Turkey and import parts for it, or you supply components to a Turkish manufacturer and want your shipments to clear without inspection delays.
For the production input exemption, apply to CE Danışmanı (CE Consultant); we manage the whole process for you.
What the exemption does
- Products imported as inputs for production are not subject to physical inspection under the import control communiqués.
- The TAREKS reference number is obtained on the basis of the exemption, so the import procedure is shorter.
- The exemption is granted for a year at a time and is limited by quotas for each product.
It applies to products covered by the communiqué on import control of certain products that must bear the CE marking, and by the communiqué on import control of vehicle parts. The rules for the exemption are set by the Ministry of Industry and Technology.
Who can apply?
| Applicant | Condition |
|---|---|
| Industrial manufacturers in Turkey | The product must be shown as a production input in the company’s capacity report. |
| Suppliers that import on behalf of a manufacturer | The product must be shown as a production input in the capacity report of the manufacturer for which they import. |
A foreign supplier does not apply itself. The application is made by the manufacturer in Turkey, or by the supplier company in Turkey that imports for it. A foreign-owned manufacturing company established in Turkey applies like any other manufacturer.
How to obtain the exemption
- Check the capacity report. The components to be imported must appear in it as production inputs. The applicant has to be able to show in which product each input is used.
- Apply to the provincial directorate. The application is made to the provincial directorate of the Ministry of Industry and Technology that issued the company’s industrial registry certificate.
- Annual exemption letter. If the application is accepted, a letter is issued to the importer. It lists each product by name and sets the maximum annual quantity for each customs tariff code (GTİP). If several products are imported under the same tariff code, a maximum annual quantity is set for each product.
- Define the document in TAREKS. Holding the paper document is not enough. The importer, or the importer’s authorised TAREKS user, has to enter it in the system. It becomes usable once the Ministry has approved it there.
- Use the quota. For each shipment the company makes its TAREKS application against the quota and receives the reference number under the exemption.
- Customs. The exemption letter is presented to the relevant customs offices by the manufacturer or its supplier.
Points to watch
- Quotas. Imports above the annual quantity are not covered. If production plans change during the year, the quantities have to be reviewed.
- Product names and tariff codes. The description on the invoice and in the TAREKS application must match the exemption letter.
- Use in production only. The exemption covers inputs for the applicant’s own production. The same product imported for resale goes through the normal TAREKS inspection, with the CE marking, the Declaration of Conformity and test reports.
- Annual renewal. The exemption is given on a yearly basis and has to be requested again for the next year.
Exemption or normal inspection?
| With production input exemption | Without exemption | |
|---|---|---|
| Purpose of import | Input for the importer’s own production | Resale or any other purpose |
| Inspection at import | No physical inspection | Risk analysis; documents and product may be inspected |
| Limit | Annual quota per product and tariff code | None |
| Basis | Capacity report and annual exemption letter | CE marking, Declaration of Conformity, test reports |
The finished product still needs CE marking
The exemption concerns the import inspection of the input. The product that the manufacturer builds with those inputs and places on the market must still comply with the legislation that applies to it. See CE marking and the technical file.
