CE marking shows that a product meets the requirements of the European Union legislation that applies to it. Without it, products covered by that legislation cannot be placed on the EU market or the Turkish market. CE Danışmanı (CE Consultant) is an Istanbul-based consultancy that guides manufacturers in Turkey, and companies shipping products to or from Turkey, through the whole process.

What CE marking is, and what it is not

  • It is the manufacturer’s declaration that the product conforms to the applicable EU directives and regulations.
  • It is not a quality label, a brand or a warranty. It shows that the product meets the minimum health, safety and environmental requirements.
  • It applies to every manufacturer, wherever the product is made. Manufacturing inside the EU gives no exemption.

Does my product need CE marking?

CE marking is mandatory only if the product falls within the scope of at least one piece of CE legislation. Common groups:

  • Machinery
  • Electrical and electronic equipment (LVD, EMC, RoHS)
  • Medical devices
  • Toys
  • Personal protective equipment
  • Pressure equipment and simple pressure vessels
  • Hot-water boilers and gas appliances
  • Equipment that emits noise outdoors

Our free tool lists the legislation and harmonised standards for a given product: CE requirements by product (in Turkish).

How the process works

  1. Identify the applicable legislation and standards. A product is often covered by more than one directive.
  2. Determine the conformity assessment route.
    • Lower-risk products: the manufacturer assesses conformity and issues the declaration itself.
    • Higher-risk products: a declaration alone is not enough. The product must be examined and tested by an EU notified body.
  3. Test the product against the applicable standards.
  4. Compile the technical file: design documents, risk analysis, test reports, instructions and labels.
  5. Draw up the EU Declaration of Conformity and affix the CE marking.

Once the declaration is signed, the manufacturer is legally responsible for the product. If an inspection later shows that the product does not conform, it can be banned from the market and recalled, and penalties may follow.

How long does it take?

There is no single answer. The time depends on the structure of the product, the legislation it falls under, whether a notified body is involved and how busy the laboratories are. Most products are in the lower-risk group and can be completed in a relatively short time. Higher-risk products take longer. A manufacturer that already knows the requirements for its product and has planned production around them moves fastest.

How long is it valid?

This depends on the legislation and the route. Certificates issued by notified bodies have a validity period, and some routes require periodic surveillance audits. The assessment must also be updated when the product or the applicable standards change.

Common problems

Some companies skip the required examinations and tests to save time or money. The risk appears later: when the authorities request the technical file and it is incomplete, the goods can be held at customs or withdrawn from the market, and penalties can be imposed. A complete technical file and a correct declaration prevent this.

Why importers and distributors ask for it

An importer wants to know whether the product can enter the market. It asks the manufacturer outside the EU for evidence of CE conformity and may ask whether a technical file exists. A distributor needs to know which products require CE marking. Both rely on the manufacturer having done the work properly.

Where is CE marking valid?

CE marking is valid in the European Union and in Turkey, which applies the same technical legislation. In other markets the mark is widely recognised as a sign of a reliable product, but additional local requirements may apply. For Russia and the Eurasian Economic Union see EAC certification.
