ISO/IEC 17021-1 sets the requirements for bodies that audit and certify management systems. It is published by ISO and the IEC, and its purpose is to make sure that certification bodies are competent, consistent and impartial. Who the standard is for
The standard applies to certification bodies that issue management system certificates such as ISO 9001, ISO 14001 and ISO 45001 to other organisations. The auditors and other personnel of the body work under the same requirements. In sectors where certification is required by legislation or by customers, the certificate is expected to come from a body accredited to this standard.
Main requirements
- Competence. The personnel who audit and who take certification decisions have the education, experience and knowledge needed for the management system and the sector concerned.
- Impartiality and independence. Conflicts of interest are identified and prevented, and every client is evaluated fairly.
- Processes and procedures. Application, audit, certification decision, surveillance and recertification follow defined procedures.
- Monitoring. The body monitors and audits its own performance and improves its management system.
- Responsiveness. Complaints, appeals and client feedback are handled through a defined process.
Parts of the ISO/IEC 17021 series
Part 1 contains the general requirements. The other parts set competence requirements for auditing and certifying a specific type of management system:
