EAC Certification and Declaration for the Eurasian Economic Union

UkrSEPRO Was Abolished in 2018: Exporting to Ukraine Today
October 1, 2026GOST-R was Russia’s national certification system. “GOST” means standard in Russian and “R” stands for Russia. Since the Eurasian Economic Union introduced common technical regulations, most products exported to Russia need EAC certification instead. GOST-R can still be used for some products that are not yet covered by those regulations. CE Danışmanı (CE Consultant) determines which document your product needs and manages the process from Turkey.
GOST-R or EAC: which one do I need?
| GOST-R | EAC | |
|---|---|---|
| Where it applies | The Russian domestic market | Russia, Belarus, Kazakhstan, Kyrgyzstan, Armenia |
| Basis | Russian national standards | Technical regulations of the Union (TR CU / TR EAEU) |
| Today | For some products outside the Union’s technical regulations | The preferred and, for regulated products, mandatory route |
If your Russian buyer asks for a “GOST certificate”, the first step is to check whether the product falls under a Union technical regulation. If it does, the document you need is an EAC certificate or declaration.
Certificate types by validity
- Single-shipment (batch) certificate. Issued for a defined quantity and type of goods under a contract, and only in the name of the importing Russian company.
- One-year serial-production certificate. Based on samples and documents, without an expert visit.
- Three-year serial-production certificate. Requires an expert visit to the production site.
Where the product is also subject to Russian fire-safety or hygiene rules, those documents are obtained first.
The process
- Application to a certification body accredited in Russia
- Review of the technical documentation against the applicable standards
- Laboratory tests on samples and, depending on the certificate type, inspection of the production site
- Issue of the certificate and follow-up of its validity period
Applications are typically concluded in 20–45 days, depending on the workload of the body and the product.
