GOST-R Certification for Russia

TAREKS: Import Inspection in Turkey
October 1, 2026Short answer: UkrSEPRO was Ukraine’s old mandatory certification system and it was abolished on 1 January 2018. Today, a product exported to Ukraine that falls within the scope of a Ukrainian technical regulation must undergo conformity assessment, have a declaration of conformity and carry the national conformity mark. If your buyer still asks for a “UkrSEPRO certificate”, they most likely mean these current documents.
What was UkrSEPRO?
UkrSEPRO was the national certification system Ukraine set up after the Soviet Union. Products on its list needed a mandatory certificate of conformity from a body approved in that system before they could be sold in Ukraine. Like Russia’s GOST-R, it assessed products against national standards (DSTU).
What changed?
With Law No. 124-VIII of 15 January 2015 “On Technical Regulations and Conformity Assessment”, Ukraine moved its product safety system to the European Union model. The law entered into force on 10 February 2016. After a transition period, the old mandatory certification list has not been applied since 1 January 2018.
The new system follows the same logic as CE marking in the EU:
- There are technical regulations by product group. Most are adapted from EU directives, for example low voltage, electromagnetic compatibility, machinery, radio equipment and restriction of hazardous substances.
- If a product falls under one of them, the conformity assessment procedure defined in that regulation applies. For some products this requires a conformity assessment body designated in Ukraine.
- At the end, a declaration of conformity is drawn up and the mark of conformity with technical regulations (Ukraine’s national conformity mark) is placed on the product.

Is your product within the scope of a technical regulation?
This is the first and most important question. If the product does not fall under any Ukrainian technical regulation, no mandatory conformity document is needed. Your buyer or customs broker may still ask for a voluntary certificate of conformity showing that the product is safe. These are issued by certification bodies accredited by the National Accreditation Agency of Ukraine (NAAU).
If the product is within scope, the route is usually:
- Scope. Identify which technical regulations apply. A product can fall under more than one; an electrical machine may be covered by both the machinery and the EMC regulation.
- Procedure. Determine the route the regulation prescribes: the manufacturer’s own declaration, or the involvement of a designated body.
- Technical file and tests.
- Declaration of conformity and marking.
Do your CE documents help in Ukraine?
CE marking is not directly valid in Ukraine. A separate declaration of conformity under the Ukrainian technical regulations is required. However, because those regulations are harmonised with EU directives, the technical file and test reports prepared for CE marking can usually be used as the basis. If your product already has CE documentation, the Ukrainian process is generally shorter and less costly.
This may change soon: the EU–Ukraine ACAA
Ukraine is preparing an Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA, the “industrial visa-free regime”) with the European Union. The law required for it was adopted in April 2026. Once the agreement is approved and enters into force, in its first phase the EU and Ukraine will mutually recognise conformity assessments for machinery, electromagnetic compatibility and low-voltage products. At the time this page was last updated (September 2026) the agreement was not yet in force. We recommend checking the current status before exporting.

Frequently asked questions
Can a UkrSEPRO certificate still be obtained?
The mandatory system ended in 2018, so there is no “mandatory UkrSEPRO certificate” today. Documents offered under that name are usually voluntary certificates of conformity or declarations of conformity under the technical regulations. Which one you need depends on the scope of your product.
My buyer asks for a UkrSEPRO certificate. What should I do?
First establish whether your product falls under a Ukrainian technical regulation. If it does, a declaration of conformity meets the need; if not, a voluntary certificate of conformity does. Agree with your buyer on the content of the document, not its name.
Is Ukraine a member of the Eurasian Economic Union (EAC)?
No. EAC certification is valid for Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. It is not valid in Ukraine, which needs a separate process.
